From the screenshot the SSO service is also stopped and the vCenter service is in starting status.
Do you have the SQL on the same server or a different server ?
What is the Memory allocated to the vCenter VM?
If a remove SQL server can you make sure the SQL server is UP and all services are running before starting up the vCenter server
